Datharm played a pivotal role in advancing Nigeria's healthcare system through the development and implementation of a robust Monitoring and Evaluation (M&E) system for the Basic Health Care Provision Fund (BHCPF). This initiative enhances the effectiveness and efficiency of healthcare delivery across the country. Datharm's comprehensive M&E system facilitates real-time data collection and analysis through mobile applications and web platforms, streamlining data management for key agencies, including:

  • Ministerial Oversight Committee (MOC): Monitors all gateways using a meta-dashboard that integrates key performance indicators from NPHCDA, NHIA, and NEMSAS. This dashboard provides access to critical M&E data, aiding effective oversight of BHCPF implementation and facilitating informed decision-making.
  • Gateway 1: National Primary Health Care Development Agency (NPHCDA): Implements a mobile application and web platform for streamlined data collection at the facility, Local Government Area (LGA), and state levels, utilizing checklists for consistency. At the national level, the NPHCDA tracks key health indicators, ensuring effective monitoring of service delivery across all 37 states  including FCT.
  • Gateway 2: National Health Insurance Agency (NHIA): Transitioned from a Google Sheets-based system to a responsive web-based platform, allowing states to add, view, and generate reports on M&E indicators. This centralization of data at both national and state levels significantly improves efficiency in health insurance program monitoring.
  • Gateway 3: National Emergency Medical Services and Ambulances (NEMSAS): Digitized emergency response processes through the NIEMS software, which integrates dispatch, ambulance, and emergency treatment modules. This digital platform ensures timely responses and streamlined coordination among emergency response teams and treatment centers.

National Emergency Medical Service and Ambulance System (NEMSAS)

Datharm introduced NIEMS software to digitize emergency response processes across all Nigeria states.
This Android based solution integrates dispatch, ambulance operations, and Emergency Treatment Centre (ETC) workflows. NIEMS enhances response times, coordination, and patient care through modules for incident management, ambulance operations, and ETC service documentation.

National Health Insurance Authority (NHIA)

NHIA transitioned from Google Sheets to a web-based platform developed by Datharm for Monitoring & Evaluation (M&E) and Data management. The platform supports state-level data entry, national-level analysis, and reporting. Features include real-time updates, CSV/Excel exports, and user management for enhanced operational efficiency and data integrity.

National Primary Healthcare Development Agency (NPHCDA)

Datharm partnered with NPHCDA to develop a robust Monitoring and Evaluation (M&E) system under BHCPF. This includes a mobile app for field data collection and a web platform for real-time data analysis. Integration with DHIS2 enhances data consistency and access to critical health indicators, improving decision-making and service delivery across 37 states and 774 LGAs. In our effort to provide visibility to last-mile Healthcare Financing, we developed and deployed a mobile app, BHCPF M&E Tracking Tool in Primary Health Centers (PHCs) to reduce transaction times and improve transparency and accountability in the implementation of Basic Healthcare Provision Fund (BHCPF).

Datharm is a Technical Partner to Nigeria Governors Forum (NGF) on Use of Data for Prioritization, Decision making and Accountability around key Health and Nutrition indices covering Governance, Health Financing, Human Resources for Health and Service Delivery across the 36 States in Nigeria.
